School districts must:

1. submit the Notice of Intent (NOI) to apply by October 26, 2007 to the TEA;
2. participate in the required technical assistance activities as established by the commissioner;
3. agree to participate for at least two consecutive years of implementation;
4. complete target activities as described by the established timelines set forth in the program requirements;
5. submit a completed application by the due date (Spring 2008); and
6. create a district awards plan
