The purposes of the Investment Capital Fund are to assist eligible public schools to implement practices and procedures consistent with deregulation and school restructuring in order to improve student achievement and to help schools identify and train parents and community leaders who will hold the school and the school district accountable for achieving high academic standards. The primary objective of the Investment Capital Funding grant program is to improve academic performance through the following program goals: 1) Train school staff, parents, and community leaders to understand academic standards; 2) Develop and implement effective strategies to improve student performance; 3) Organize a large constituency of parents an community leaders that will hold the school and school district accountable for achieving high academic standards; and 4) Engage in ongoing planning to help ensure the success of the grant program.

Grant Period: March 1, 2009 – August 31, 2010.
