Planning amounts for the IDEA-B ARRA/Stimulus programs
listed below are now available to view on TEA’s website.
The 2009-2011 Special Education ARRA/Stimulus Grant Application
for funding will become available on April 15, 2009. The deadline
to apply for funding is September 1, 2009 at 5:00 p.m. Central
Time. Grant funding for eligible local education agencies (LEAs)
will be effective on the date the LEA’s application is received
by the Texas Education Agency (TEA) in substantially approvable
form (stamp-in-date), or the project begin date whichever is later.

Eligibilty
IDEA-B ARRA/Stimulus amounts have been allocated based on the
October 2008 PEIMS snapshot to Texas Local Education Agencies
(LEAs). The allocations were calculated based on the general enrollment
and free and reduced lunch counts reported by an individual LEA.
Shared Service Arrangements (SSAs)
Consistent with the new law, ARRA/Stimulus funds may be included
as part of a shared services arrangement for the 2008-2009 school
year. If your LEA requires transferring of funds to the fiscal
agent due to a SSA configuration change, you must use the SC2000
– Special Education Funding Release Request. The amounts
transferred are a local decision and will not be determined by
the TEA. If you are not undergoing a configuration change, but
require flow through of funds to member districts, the fiscal
agent must reflect these funds through class object 6493 in the
Budget Summary - BS6006 for Special Education ARRA/Stimulus Grant
Application. The fiscal agent and member LEAs must ensure that
the shared services agreement is appropriately amended, if necessary,
to account for the inclusion of ARRA/Stimulus funds and any reconfiguration
of the SSA.
