Under the previous state monitoring system, approximately 165 local education
agencies (LEAs) were scheduled to receive on-site visits in 2003-2004 based on
a cycle system. Instead, these LEAs will participate in the special education
monitoring plan for 2003-2004 (see Flowchart of the
2003-2004 special education monitoring plan). Under the special
education monitoring plan for 2003-2004, graduated levels of intervention will
be implemented based on risk levels as determined by updated Data Analysis
System (DAS) calculations. In addition to the 165 LEAs, a limited number of
other LEAs will be identified for intervention based on risk levels as
reflected in DAS. Special education interventions will be implemented by the
Division of Special Education Monitoring.
Guidance and resources have been developed to address the graduated stages of
intervention for the 2003-2004 Transition Year for Special Education
Monitoring. Guidance and resource documents will be revised in future years
based on coordinated Agency monitoring decisions and feedback from stakeholders
and participants in the special education monitoring process.
A Submittal Coversheet
also has been developed to send by email with the completed templates
associated with the activities listed below. LEAs will use the coversheet to
indicate which templates they are submitting for Agency review. Only one
coversheet per LEA needs to be completed for electronic submission to the TEA.
LEA submissions must be accompanied by a Submittal Coversheet.
