Welcome and Introductions

Participants introduced themselves and shared from their perspective what they see as an important issue today in special education.

Meeting Purpose

• Update committee members regarding statewide activities and initiatives in the area of special education
• Update committee members on IDEA Coordination Activities
• Provide committee members the opportunity to internalize, make connections, and ask questions about the topics presented by TEA
  

Meeting Result

• Committee understanding of statewide activities and initiatives in the area of special education
• Committee understanding of on-going IDEA Coordination Activities
• Committee members will share their thoughts with each other and TEA regarding topics presented during the meeting
  

Meeting Minutes

Minutes were reviewed by committee members.

A motion was made to accept the minutes without changes for the October 30, 2007, CAC meeting by Margie Haynes. Motion was seconded by Kathy Grant and minutes were approved by all members present.

A motion was made to accept the minutes without changes for the February 19, 2008, CAC meeting by Sherri Hammack. Motion was seconded by Drusilla Knight-Villarreal and minutes were approved by all members present

State of the State

Kathy Clayton presented the State of the State sharing the status of the following upcoming initiatives and projects in Special Education:

• The State Performance Plan (SPP) and The Annual Performance Report (APR) were submitted on February 1, 2008. The Agency will wait to receive approval before posting it to the web.
  
• LEAs will be notified of their Determination status in early May.
  
• RtI Initiative-The divisions working on the RTI Initiative include Curriculum, NCLB, Compensatory Education, IDEA Coordination, and Statewide Initiatives. They will work together to create resources to help schools use their designated intervention funds.
  
• A new project is underway to create a Parent Training DVD on Procedural Safeguards. The Texas Council of Administrators of Special Education (TCASE) will partner in this effort.

Indicator 15 Overview

Kathy Clayton and Richard Poe gave an overview of the Matrix for Indicator 15.

• Each noncompliance issue was reviewed with a summary of current actions and planned future actions to address the issue.
  
  
• As each issue of noncompliance was discussed, CAC members were given time to give their recommendations.
  
  
• CAC members’ recommendations will be compiled and sent to each member. Members are encouraged to give any additional recommendations via the CAC mailbox by May 16, 2008.

CAC Dialogue Time

The CAC requested to have an overview of the Student Assessment System.

Future CAC Plans

The next CAC Meeting is scheduled for July 29, 2008.
