About the SPP / APR
The Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b), requires each state to develop a six-year performance plan. This State Performance Plan (SPP) evaluates the State’s efforts to implement the requirements and purposes of IDEA and illustrates how the State will continuously improve upon this implementation.

In alignment with IDEA 2004, the US Department of Education Office of Special Education Programs (OSEP) has identified five monitoring priorities within the SPP: (1) Free Appropriate Public Education in the Least Restrictive Environment; (2) Disproportionality; (3) Child Find; (4) Effective Transition; and (5) General Supervision. The SPP contains 20 indicators associated with these five monitoring priorities:

The State submitted a revision to its State Performance Plan. The revisions included progress data and improvement activities associated with Indicator 7: Early Childhood Outcomes.

The State submitted a revision to its State Performance Plan. The revisions included baseline data for compliance indicators 13 (target = 100%);updates on data collection processes for indicators 11 and 12; baseline data and targets for indicators 8 and 14; and improvement activities related to each indicator.

The State submitted revisions to the State Performance Plan. The revisions included the baseline data for compliance indicators 9 and 10 (target = 0%), 11, 12, and 13 (target = 100%); baseline data and targets for indicators 4B, 8, and 18; and updates to the information in indicators 7A-C and 14. Information on improvement activities related to each indicator was also reported.

The State submitted its first Annual Performance Report. Class of 2005 data were reported for indicators 1 and 2. Data from 2005-06 were reported for indicators 3A-C, 4A, 5A-C, 6, 15, 16, 17, 19, and 20. Explanation of the data and progress toward the target, as well as information on improvement activities, related to each indicator was also reported.

January 2006
The State submitted its first State Performance Plan that included the required baseline data and rigorous and measurable targets for improvement during the next six years. The SPP was approved by OSEP in May 2006. Some of the targets for performance indicators were reflective of existing Legislative Budget Board Appropriation Act state agency performance measures/standards (Indicator 2) and No Child Left Behind (NCLB) requirements (Indicator 3B-C). Other performance indicator targets (Indicators 1, 3A, 4A, 5A-C, 6, and 19) were set by the Texas Steering Committee, a group of special education stakeholders who provide the state advisement on continuous improvement activities. The rest of the indicators in the SPP are compliance in nature and have targets of 0% (Indicators 9 and 10) or 100% (Indicators 11, 12, 13, 15, 16, 17, and 20). In the initial submission of the SPP, targets and/or baseline data were not required to be reported for indicators 4B, 7A-C, 8, 9, 10, 14, or 18. Information on improvement activities related to each indicator was also reported.
