Annual State Application Under Part B of the IDEA Act
as amended in 2004

In order for the state of Texas to receive its Individuals with Disabilities Education Act (IDEA) Part B grant funds each federal fiscal year, the Texas Education Agency (TEA) must complete an application packet and submit it to the US Department of Education Office of Special Education Programs (OSEP).

Public Review/Comment Period
Prior to submission to OSEP, the State's application will be available on this web page for public review for 60 days, beginning February 25, 2011. Within that 60-day time period, there will be a 30-day public comment period, beginning February 25, 2011, and ending March 28, 2011.

Public Comment Process
The TEA will accept written comments pertaining to the Proposed State Application by mail to Policy Team, TEA Division of IDEA Coordination, 1701 North Congress Ave., Austin, Texas 78701-1494 or by e-mail to sped@tea.state.tx.us. Individuals are encouraged to use the comment form provided on this web page. Deadline for submitting public comment is March 28, 2011.

Instructions for the Comment Form

  1. On the first page, the Proposed State Application Comment Submission Cover Sheet, you will provide he number of pages you are mailing, emailing or faxing; and, as applicable, your name, title, organization, address, city, zip, work phone, home phone, fax number, and email address.
  2. On the second page, you will provide your name, the section and page number within the state application that you wish to comment on and your comment.
  3. If you need additional pages, you can complete as many of the second page of the form as you need.
