April 20, 2011

TO THE ADMINISTRATOR ADDRESSED:

SUBJECT:  Technology Reporting Requirements for No Child Left Behind, Title II, Part D

No Child Left Behind (NCLB), Title II, Part D technology reporting is required for the 2009-2010 school year if your district is receiving Title II, Part D funds (formula and/or competitive). This NCLB technology report is in addition to data already gathered through the Texas STaR Chart. The reporting requirements have been an essential part of the process for documenting progress to support continued technology funding. Districts receiving Title II, Part D funding are required to report this additional data annually.

The NCLB reporting system is incorporated into the STaR Chart system. The district level component of the system will open on April 18, 2011 and will close on June 30, 2011 for the 2010-2011 school year reporting period. All NCLB data must be entered by the time the system closes on June 30th so that the data can be aggregated and forwarded to the United States Department of Education (USDOE). The Texas Campus and Teacher STaR Chart components are separate from this district level report.

Reporting Requirements:

The additional reporting requirements consist of three sections and are outlined below.

Section 1 – Unduplicated number of computers by campus and other technologies
Section 2 – Student technology proficiency and effective technology integration data
Section 3 – Administrator technology assessment data

Sections 1and 3 will be completed by the campus principal, and Section 2 will be completed by the district contact identified as the district’s Texas STaR Chart ‘lead person.

Section 1 will gather the unduplicated number of computers and other technologies available to students for instruction and type of internet connectivity by campus. The USDOE requires that the report is collected by campus as opposed to a compilation of the entire district computers as reported in the other years; therefore Section 1 is to be completed by each campus principalor their designee. Each campus principal will need to review the requirement and gather this information before entering and then submitting Section 1.

Section 2 will have two reporting components: (2a) gather student proficiency data and (2b) determine if the district is fully and effectively integrating technology according to the Texas State definition. This section is to be completed by the district contact identified as the district's Texas STaR Chart lead person. The district contact will need to review Section 2 and collect the data for both 2a and 2b before entering and submitting that section.

Section 3 will gather school administrator proficiencies and will be completed by the campus principal. Only campus principals are required to complete the school administrator self assessment.

The district contact should ensure that all 3 sections have been completed by the deadline date of June 30, 2011. Additional detailed instructions are provided for each section at http://starchart.esc12.net/nclb/default.html

This letter is to provide information about these new reporting requirements. Additional information, instructions, and contact information are provided on the STaR Chart website at www.tea.state.tx.us/starchart. Any questions about the NCLB reporting can be forwarded via email to the NCLB technology mailbox at nclbtech@tea.state.tx.us.

Sincerely,

Anita Givens
