November 15, 1999 TO THE ADMINISTRATOR ADDRESSED: Enclosed is a copy of the 1999 revision of The Resource Guide for Integrated District and Campus Planning and Decision Making. Texas Education Code (TEC), Subsection 11.254(a) states that the Commissioner of Education shall oversee the provision of training and technical support to all districts and campuses in respect to planning and site-based decision making. Accordingly, this guide serves as a technical assistance document. The guide outlines current state and federal requirements pertaining to planning and decision making. Legislative changes implemented by the 76th Texas Legislature impacting planning and decision making are included. The document also includes information regarding state and federal waivers, state compensatory education, and Title I, Part A Schoolwide Plan. Included in the guides appendices are copies of the annual statewide survey. This survey was mailed to randomly selected districts and campuses in August 1999. The survey was used to measure types of district- and campus-level planning and decision-making structures, the extent of involvement of various stakeholders in district- and campus-level planning and decision making, and the perceptions of those persons of the quality and effectiveness of decisions related to their impact on student performance [TEC §11.254(b)].
