TO THE ADMINISTRATOR ADDRESSED:

Subject: 1999-2000 District Effectiveness and Compliance Self-Evaluation Document
Staff members in the Division of Accountability Evaluations revised the 1999-2000 District Effectiveness and Compliance Self-Evaluation Document on September 27, 1999. Revisions were made to the Title I, Part C and the Title VII, Part C sections of this document. The revisions are noted below.

Title I, Part C: Education of Migratory Students

The following statement was added to the "Quality of Services Provided" section: "If private schools participate in this program through the district, how are services coordinated with the private/nonprofit schools?"

Title VII, Part C: Emergency Immigrant Education Program

As referenced in the Title VII, Part C: Emergency Immigrant Education Program section of the 1999-2000 District Effectiveness and Compliance Reference Guide, the Emergency Immigrant Education Program will be monitored during the 1999-2000 school year. The district self-evaluation document now includes a "Quality of Services Provided" section for that program. The section is as follows:

Quality of Services Provided

1. Describe the program, including:

a. purpose of the program (include the needs of immigrant students)
b. when implemented
c. current funding amount
d. number of students served
e. professional staff development (provided to staff who work with immigrant students)
f. instructional strategies and curriculum to meet the needs of immigrant students
g. coordination with other programs.

2. What evaluations are conducted to measure the impact of this program on student performance?

3. Describe the effectiveness of the program as measured through evaluations and supporting data (results of evaluations).

4. If private schools participate in this program through the district, how are services
coordinated with the private/nonprofit schools?

It is the intent of the Division of Accountability Evaluations that this document serve as a helpful guide to assist districts in improving the quality of services provided to students in special programs. We encourage you to work closely with your regional Education Service Center to prepare for the DEC visit.
