TO THE ADMINISTRATOR ADDRESSED:

SUBJECT: 1998-1999 Summer Program for Limited English Proficient Students in Kindergarten and First Grade

Enclosed is the form for reporting the official number of eligible students who attended your 1998-1999 summer school program for limited English proficient (LEP) students. The requirement to provide a bilingual education summer school program for children of limited English proficiency who will be eligible for admission to kindergarten or first grade at the beginning of the 1999-2000 school year is described in the current Texas Education Code, §29.060.

Districts wishing to obtain reimbursement need to complete the enclosed form and submit it to the Bilingual Education Program Unit of the Division of Curriculum and Professional Development. Payments to districts for summer school programs are based on units employed, with 18 students or fraction thereof constituting a unit. In order to calculate the amount per unit that will be allocated to school districts, the total number of units statewide must be received no later than September 17, 1999.

Please provide the official number of participants on the attached form (BE-030R99). This is the number that will be audited by the School Financial Audit Division. The official number provided is the peak enrollment for the 1998-1999 LEP summer school session or the peak enrollment for the combined intersessions. Also enclosed is a form to provide ID numbers that represent students attending LEP summer school. (These ID numbers may be locally assigned numbers.) The total number of IDs must match the official number of participants reported on the data collection instrument.

In order to facilitate your future planning, please be advised that the agency is planning to collect this information through the PEIMS data collection in the future. The intent of this will not only be to automate data collection, but also to be able to review the long-term performance of students in this program.
