SUBJECT: Request for Proposal for the Evaluation of the Effective Use of the
Texas Library Connection (TLC) (RFP #701-99-028)

The Texas Education Agency (TEA) is requesting proposals to evaluate the effective use of the Texas Library Connection (TLC) by Texas public schools. Eligible proposers are nonprofit organizations, institutions of higher education, private companies, individuals, and other entities experienced in information management, development of survey instruments, and data gathering and analysis. Historically underutilized businesses (HUBs) are encouraged to submit proposals. If proposals contain subcontracts, proposers are encouraged to contract with historically underutilized businesses.

The purpose of the Request for Proposal (RFP #701-99-028) is to solicit information that will assist the Texas Education Agency in selecting a contractor (hereafter referred to as "Proposer") who will gather, analyze and submit data from the participating Texas Library Connection public school campuses and regional Education Service Centers. The proposer will plan and implement a methodology for evaluating the effective use of the Texas Library Connection, including at least five (5) case studies from diverse areas of the state. The proposer will, based on the gathered data, submit reports identified and defined by the proposer through this RFP and by the Texas Education Agency. The data and reports will allow the Texas Education Agency to evaluate the effectiveness of the use of the resources provided though the Texas Library Connection and to identify implications for future implementation strategies for the Texas Library Connection.

All services and activities related to this proposal will be conducted within specified dates. Proposers should plan for a starting date of no earlier than Wednesday, December 8, 1999, and an ending date of no later than Wednesday, March 1, 2000. One contract will be awarded in an amount not to exceed $50,000.00.

One proposal may be selected based on the ability of the proposer to carry out all requirements contained in the RFP. The TEA will base its selection on, among other things, the demonstrated competence and qualifications of the proposer. The TEA reserves the right to select, from the highest-ranking proposals, the best bid considering the outcomes desired.
