SUBJECT: Request for Application (RFA) #701-00-012 The Texas Education Agency (TEA) is requesting applications from public school districts and open enrollment charter schools to purchase equipment and/or materials to be used to enhance programs for advanced level students. The purpose of this application represents the efforts of the Texas Education Agency to award up to $3,000 equipment and/or material grants to public schools, including open enrollment charter schools, that offer Advanced Placement or International Baccalaureate courses. The AP/IB Incentive Program Equipment and Materials Grant will be implemented during the 1999-2000 and the 2000-2001 school year(s). Funding will be provided for approximately 400 projects in two different funding cycles. The first funding cycle will begin February 28, 2000 and the second cycle will begin September 1, 2000. The project ending date for all grantees is August 31, 2001. Each project will receive a maximum of $3,000 for the 1999-2000 or for the 2000-2001 school year. The one hundred and fifty applicants receiving the highest scores, based on criteria outlined in the application, will be awarded grants during the first funding cycle. These grantees may purchase equipment/materials no earlier than February 28, 2000. Based on the next highest scores, approximately 250 additional applicants will be awarded grants during the second funding cycle. Grantees receiving funding during the second cycle may purchase equipment/materials no earlier than September 1, 2000. No grantee may purchase approved equipment/materials later than August 31, 2001. Applications will be selected based on the independent reviewers' assessment of each applicant's ability to carry out all requirements contained in the RFA. Reviewers will evaluate applications based on the overall quality and validity of the proposed grant program and the extent to which the application addresses the primary objective(s) and intent of the project. Applications must address each requirement as specified in the RFA to be considered for funding. The TEA reserves the right to select from the highest ranking applications those that address all requirements in the RFA and that are most advantageous to the project. The TEA is not obligated to approve an application, provide funds, or endorse any application submitted in response to this RFA. This RFA does not commit TEA to pay any costs before an application is approved. The issuance of this RFA does not obligate TEA to award a grant or pay any costs incurred in preparing a response.
