November 3, 1999 Subject: Rider 44 Disciplinary Alternative Education Funding for 1999-2000 Through Rider 44, the 76th Texas Legislature appropriated $18 million for the implementation of disciplinary alternative education programs under Chapter 37 of the Education Code during school years 1999-2000 and 2000-2001. (For the past two school years, this funding was distributed under the authority of Rider 51.) For school year 1999-2000, Rider 44 funds are being distributed to school districts on the basis of a formula which provides the greater of either $500 or $9.10 per student enrolled in grades 6-12 during the prior school year. The enrollment figures used are the PEIMS snapshot data from the Fall 1998 submission. A list of the amount to be paid to each district will be posted to the School Finance website at http://www.tea.state.tx.us/school.finance/. The amount due to each district is currently being processed as a lump sum payment that should be deposited in the district's account within the next 30 days. These funds are to be used by school districts for the operation and support of disciplinary alternative education programs required under Chapter 37 of the Education Code. These funds may be recorded in the General Fund 199 using Revenue Code 5829, State Program Revenue Distributed by the Texas Education Agency.
