Subject: Online Survey on First-Quarter Financial Information to Open December 15, 2010 TO THE ADMINISTRATOR ADDRESSED: Recent legislation requires the Texas Education Agency (TEA) to conduct a yearly review of Texas school districts’ and open-enrollment charter schools’ financial solvency. The goal of the review is to identify districts and schools that may face insolvency in the future so that insolvency can be averted. As part of the review, the TEA is required to ask all districts and charter schools for first-quarter financial information for 2009–2010 and 2010–2011. The TEA has developed brief online surveys for this purpose, which will be available on the TEA website from Wednesday, December 15, 2010, through Friday, January 14, 2011. Your district or charter school must complete the surveys by January 14, 2011. Please preview the survey questions and access the surveys at the following web page: http://www.tea.state.tx.us/index2.aspx?id=2147487027. This page also provides additional information on the financial solvency review, including a description of the review methodology, as well as links to the commissioner's rule and statute related to the review. Note: First-quarter financial information is just one of several data elements the TEA is required by law to consider in reviewing districts’ and charter schools’ financial solvency. The TEA will use a variety of other data elements in making final determinations about financial solvency. To review the methodology the TEA will use in the financial solvency review, please visit the web address provided in the preceding paragraph.
