SUBJECT: Application for 2009-2010 Title I, Part C Carl D. Perkins Formula Grants
TO THE ADMINISTRATOR ADDRESSED:
The Application Designation and Certification (ADC) form and the application for the Carl D. Perkins formula grant will open in eGrants on Monday, June 8, 2009.
Eligible Applicants
Federal law requires Carl D. Perkins Career and Technical Education Act (Perkins) funds to be awarded only to career and technical education (CTE) programs that are of sufficient size, scope, and quality to be effective. Local education agencies (LEAs) that code students as taking coherent sequences of CTE courses consistent with the State Plan under Texas Education Code §29.182 are eligible for funding.
- CTE coherent sequence students are defined as students reported in the Fall 2008 PEIMS data collection under Career and Technical Education Indicator Code 2 or Code 3.
- School districts are eligible to apply for funding as stand-alone applicants if they have 10 or more CTE coherent sequence students and are eligible for at least $15,000 in Perkins funding
- Open-enrollment charter schools may apply for funding as stand-alone applicants if they have 5 or more CTE coherent sequence students and are eligible for at least $15,000 in Perkins funding.
- LEAs with at least 1 CTE coherent sequence student, but which fall below 10 CTE coherent sequence students for a school district or 5 CTE coherent sequence students for a charter school, may apply for funding as members or fiscal agents of shared services arrangements (SSAs).

Deadline to Apply
The deadline to apply is Tuesday, September 1, 2009 at 5:00 p.m. Central Time.
How to Apply
Eligible applicants must apply through the eGrants system. In order to apply, applicants must have appropriate Texas Education Agency Secure Environment (TEA SE) access. Individuals who have applied for Perkins funds through the Web SAS application system but have not applied for funding through eGrants may need to apply for eGrants TEA SE access. Applicants who do not have TEA SE access for eGrants should visit the TEA SE webpage at http://www.tea.state.tx.us/opge/egrant/index.html and request access. Reporting Deadlines
Reporting deadlines for 2009-2010 Carl D. Perkins grants are shown in the table below. LEAs that are awarded grants are responsible for meeting all required deadlines. Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
