SUBJECT: Significant Expansion of Enrollment—2010-2011

TO THE ADMINISTRATOR ADDRESSED:

Open-enrollment charter schools that meet significant expansion of enrollment criteria may be eligible to generate additional funding for applicable No Child Left Behind (NCLB) federal programs for which the charter school is currently participating in the 2010-2011 school year.

Applicable NCLB federal programs include:

  • Title I, Part A—Improving Basic Programs Operated by Local Educational Agencies
  • Title II, Part A—Teacher and Principal Training and Recruiting Fund
  • Title III, Part A—English Language Acquisition, Language Enhancement, and Acadeic Achievement—Immigrant
  • Title III, Part A—English Language Acquisition, Language Enhancement, and Acadeic Achievement—Limited English Proficient (LEP)

Significant expansion of enrollment for applicable NCLB federal programs is defined as an open-enrollment charter school with:

  • a minimum total student enrollment of 300, and
  • at least a 50% increase in the age 5 to 17 student enrollment reported on the 2010-2011 SC5010 NCLB Data Request Form for Federal Funding from the original submission

Open-enrollment charter schools that meet the above criteria and would like to report their most recent enrollment data demonstrating expansion should email the Division of Formula Funding at formulafunds@tea.state.tx.us. The email should include the open-enrollment charter school name, county-district number, and a statement requesting that the charter school’s 2010-2011 SC5010 NCLB Data Request Form for Federal Funding be reopened in eGrants.

The eGrants deadline for reporting significant expansion of enrollment expires January 31, 2011 at 5:00 p.m. Central Time. Open-enrollment charter schools that meet criteria, and submit and certify to their significant expansion of enrollment via their reopened 2010-2011 SC5010 NCLB Data Request Form for Federal Funding:

  • on or before November 1, 2010, may qualify for additional funds to be included in their 2010-2011 NCLB Maximum Entitlements which are expected to be released December 2010.
  • after November 1, 2010, and by January 31, 2011, may be eligible for additional funding that will be included in the open-enrollment charter school’s 2011-2012 school year NCLB planning amounts.

If you have any questions, contact Dina Hernandez in the Division of Formula Funding at 512-463-8525 or e-mail: formulafunds@tea.state.tx.us.

Sincerely,

Yolanda Cantu
Senior Director, Division of Formula Funding
