TO THE ADMINISTRATOR ADDRESSED:

Subject: Data Collection of DUNS Number, CCR CAGE Code, and U.S. Congressional District Number – Required for Award of ARRA (aka “Stimulus”) Funds – Follow up to the letter of April 17, 2009

The letter posted to “TO THE ADMINISTRATOR ADDRESSED” on the Texas Education Agency (TEA) Correspondence webpage on April 17, 2009, stated that May 1, 2009, was the deadline to submit the Data Collection Form containing the DUNS number, CCR CAGE code, and congressional district number to TEA. This letter clarifies the data submittal deadline and provides follow-up information to the April 17, 2009, letter.

May 1, 2009, Deadline
Some districts are reporting difficulty in obtaining their CAGE code after registering in the Central Contractor Registration (CCR). Please be assured that the Data Collection Form for collecting this information will still be up and active on the TEA website after May 1, 2009, and will remain active until TEA receives and verifies all the required information. You are not required to submit the Data Collection Form before you submit your applications for ARRA funds. Applicants may submit their ARRA applications for Title I Part A and IDEA-B to TEA at any time, but not later than September 1, 2009. The application will be effective on the date it is received in TEA in substantially approvable form. Both of these applications are already published on the TEA Grant Opportunities website, as mentioned in the April 17 letter.

TEA is not permitted to issue the Notice of Grant Award (NOGA) for the ARRA grants until the data submitted in the form has been verified. If you fail to meet the May 1, 2009, deadline for submitting the Data Collection Form to TEA, the only consequence is that issuance of the NOGAs will be delayed until the Data Collection Form is received and verified.

Submit Only One DUNS Number, CAGE Code, and Congressional District Number for Each Organization
As explained in the letter of April 17, 2009, you are required to submit only one primary DUNS number, CAGE code, and congressional district number for the organization. Please coordinate with your business office and superintendent’s office to ensure that this Data Collection Form is being submitted only once for your district. Multiple submissions will delay the verification of data and issuance of ARRA NOGAs to your organization.

Vendor ID Number
In the Data Collection Form, you are requested to provide your vendor identification number (VIN). This is your 9-digit federal employer identification (FEI) number, also known as a Federal Tax Identification Number, plus the number “1” at the beginning of the number, for a total of 10 digits. A dash after the “1” is not necessary. If you have already submitted your Data Collection Form and are not sure if you provided the correct VIN, please do not re-submit the data collection. TEA will review the data after May 4 to determine if any corrections need to be made.

Submitting the Data Collection Form to TEA
As outlined in the instructions for submitting the Data Collection Form to TEA in the April 17 letter, once you click on the “Submit” button, you will automatically be returned to the TEA home page. This will indicate that your form was submitted to TEA. There is no need to contact TEA to make sure your data form was received. On or about May 4, 2009, TEA will download the data collected through the forms and check it for inconsistencies and missing information and also to identify any missing applicants. We will contact you if we find that your data was not submitted or if the data appears to need correction.

Also, please do not submit the Data Collection Form more than once to TEA. The submittal of multiple forms results in duplicate information that must be culled out and could cause a delay in verifying your organization’s data.

All inquiries related to either procedure must be made as described on the respective websites, as detailed in the letter of April 17, 2009.
