SUBJECT: H.B. 1, ART. III, Rider 70 - 25% Library Supplemental Funds

House Bill 1, Article III, Rider 70, passed by the 76th Texas State Legislature, provides $925,000 for each year of the 2000-01 biennium for "books and other school library materials that are cataloged and circulated from a central source in each school building." The intent of this legislation is to assist public school libraries to move toward compliance with the standards established by the Texas State Library and Archives Commission in 1997. The standards can be found at the Texas Education Agency's Web site at http://www.tea.state.tx.us/technology/libraries or at the Texas State Library Web site at http://www.tsl.state.tx.us/LD/pubs/SchoolLibraries/index.html.

Funds received from this legislation must be used for the purchase of library resources and are to supplement, not supplant, funds expended by school districts for school library materials.

To apply for the 1999-00 school year, you or your designee must complete a simple application from the Texas Education Agency Web site at http://www.tea.state.tx.us/technology/libraries. All directions for completing that form as well as a print copy of that form are also included with this letter.
