TO THE ADMINISTRATOR ADDRESSED:

SUBJECT: Standard Application System (SAS-A478-01) for Migrant Education Programs for Project Year 2000-01, and Notification of 2000-01 Migrant Planning Amount

The enclosed material is for use in requesting Title I, Part C Migrant funds for the 2000-01 school year. Two (2) copies of the Standard Application System for Migrant Education Programs (Form SAS-A478-01) with one (1) copy of the Administrator's Guide governing these programs are enclosed. Also, enclosed please find the notification showing the 2000-01 tentative planning amount for your project and the SAS Data Report to be used for completing Support Schedule # 4A - Program Evaluation Results/Needs Assessment.

The staff of the Migrant Education Division recognizes the need for districts to receive complete information in order to plan for efficient budgets and effective programs. Districts currently participating as members of a shared services arrangement, or that wish to become members of a shared services arrangement, should contact the fiscal agent upon receipt of this letter to begin budget and program planning. Please note that there are many critical dates that must be met for submitting the original SAS-A478-01, amendments to the SAS-A478-01, and the Final Expenditure Reports for the project year 1999-00.

Information regarding your planning amount has been expanded to include a breakdown of the variables which were considered when determining this tentative planning amount. This amount is based on the total number of migrant students identified in school year 1998-99, the number of overage students enrolled in Grades 7-12, the number of students enrolled in summer school programs in 1999, and the total number of migrant students who had a qualifying move in school year 1998-99.

The Agency is seeking to provide greater freedom, latitude and flexibility to local school districts in meeting the goals of education reform, while continuing to hold districts accountable for the results of their efforts. The Division of Migrant Education is utilizing this flexibility to emphasize the goal of achieving academic excellence and equity for our migrant students. The application process is an important part of providing high quality programs to achieve this goal.

Information and assistance regarding the migrant application SAS-A478-01 is available at every education service center (ESC) as well as through the Agency's Division of Migrant Education.
