TO THE SUPERINTENDENT ADDRESSED:
SUBJECT: Public Education Information Management System (PEIMS)
The process of gathering information for the first PEIMS
submission of the 2000-2001 school year is underway in your
district. October 27 is the fall as-of date for Submission 1 which
includes:
· student demographic and special program information;
· staff demographic, payroll, and responsibility data;
· current year budget financial data; and
· school leaver data (graduates, dropouts, and other leavers).
Submission 2 includes prior year actual financial data.
Submission 3 includes:
· student demographic data;
· student attendance data;
· course completion data;
· discipline data; and
· Title I Part A student data.
Submission 4 includes extended year services (EYS) student data
and optional extended year program (OEYP) student data.
All 2000-2001 PEIMS data will be validated and submitted to the
Agency using EDIT+. Your Education Service Center (ESC) will no
longer distribute the PEIMS editor to you. The fall 2000 editor will
be available on the Internet to all districts on September 28.
Benefits of EDIT+ include:
· Dynamic Person Identification Database (PID) queries - a current,
Dynamic PID is now continuously available to you; it is updated
nightly. In previous years, Static PID information was 2 - 4 months
old.
· PID Discrepancy reports - Dynamic PID reports are now available
to you online with a 24 hour turnaround.
· Turnaround Document reports - These reports are now available
online, some with a 24 hour turnaround. Each Superintendent will
receive an email message from TEA when your district's turnaround
document information is available. TEA will no longer mail these
reports to your district after the first submission. Your district
can run these reports as many times as needed. Online reports
include the Presumed Over/Underreported Leavers and Quality
Assurance (QA) reports for Expenditures, Program Membership,
Graduates, and Staff. Having these reports available online will
allow you more time to review and correct data before resubmission.
· EDIT+ fixes - The process of redistributing the editor when a fix
has been made will not be necessary. Once a fix has been made, the
newer version of EDIT+ will be posted on the Internet and all
districts will use the newer version without intervention on their
part.
· EDIT+ can be run from any personal computer having Internet
access. If problems occur with one computer, your district may use a
computer in another office, school, district, or ESC to validate and
submit data via EDIT+.
Careful scrutiny of edit messages as well as analyzing EDIT+ reports
is vital to guarantee the quality of your data. It is also crucial
that the proper staff review their individual program areas. For
example, Special Education staff should review student, staff, and
budget data for your district's Special Education program.
Please remember that when making the initial data submission, you as
Superintendent must sign the Superintendent's Statement of Approval
of Summary Report and Error Listing. Your signature verifies that
the information has been checked and is correct.
Because there is only one opportunity for resubmission, many
districts have implemented various quality control measures to
ensure the validity and accuracy of PEIMS data. We encourage you to
do so. This is particularly important given that TEA uses PEIMS data
for such functions as:
· assigning accountability ratings;
· determining annual dropouts reports;
· producing the Academic Excellence Indicator System (AEIS);
· generating the School Report Card;
· District Effectiveness and Compliance (DEC) monitoring;
· legislative modeling;
· textbook allocations;
· federal reporting;
· determining graduation rates;
· allocating Foundation School Program (FSP) funds; and
· general statistical uses.
As you can see, PEIMS information is used in many ways. It is the
primary source of information about your district and all areas of
data are important. Each of the four yearly PEIMS submissions
contains different data, and different uses are made of the data.
Since many decisions about your district will be based on the PEIMS
data submitted, you and your staff are urged to carefully review all
PEIMS information.
Many questions can be answered through a careful study of the
PEIMS Data Standards. The PEIMS Coordinator at each education
service center is also available to answer any PEIMS questions. If
your ESC PEIMS Coordinator is not able to answer your question, (s)he
will contact the Agency.
I appreciate your continued support of the state's educational
data system. We know that school districts are striving to improve
the quality of the data reported through PEIMS, and we see the
results of your efforts.
