November 30, 2000 SUBJECT: Enrollment and Leaver Records This is to inform you that the Agency has conducted a district level analysis of enrollment and attendance records for 1999-2000 in order to identify students for whom we expect to receive enrollment or leaver records in the fall PEIMS submission. Analyses of under-reported leavers in years past have brought to our attention the fact that some districts "roll over" their enrollment records from one fall to the next, add new students to the list, and then submit the file to PEIMS. Use of the "roll-over" enrollment records, without eliminating students who are not actually enrolled during the subsequent year, can result in increased numbers of under-reported students in future years. To identify under-reported students, the Agency identifies all students who were enrolled or in attendance at any time during the prior school year (for example, 1999-2000). This list is compared to the list of students for whom enrollment or leaver records are submitted in the subsequent school year (for example, 2000-2001). If no enrollment or leaver record is submitted in 2000-2001 for a student reported as enrolled or in attendance during 1999-2000, the student is identified as under-reported. By "rolling over" the enrollment records from one year
to the next (for example, 1998-99 to 1999-2000), a district may be
reporting someone as enrolled who was never actually enrolled that
second year (1999-2000). However, because, in this example, an
enrollment record was submitted in 1999-2000, the Agency will expect
an enrollment or leaver record for that student in the fall
2000-2001 PEIMS submission. If no list is enclosed, your district did not have any ADA-eligible students who were included in the enrollment records, but not in the attendance records. However, please keep this possibility in mind for future PEIMS submissions. We hope this document will be helpful to you as you prepare your Fall 2000-2001 PEIMS submission.
