April 28, 2000 Texas Education Code §28.006 requires the adoption by the Commissioner of Education of a list of early reading instruments to monitor the reading skill and comprehension development of students in Kindergarten, Grade 1 and Grade 2. Schools were given the opportunity to review and select instruments for use in the 1998-1999 and 1999-2000 school years. Enclosed is the Commissioner's List of Reading Instruments for the 2000-2001 school year. Only one new reading instrument has been added to the Commissioner's List of Reading Instruments. That instrument is the Phonemic Awareness and Phonics Inventory (PAPI) published by Fort Bend ISD (English and Spanish). The PAPI provides information regarding a student's phonemic awareness and phonological processing abilities. The Texas Education Agency will directly purchase instruments for school districts. Ordering of reading instruments is now available electronically. School districts are asked to select instruments through an online ordering system by accessing the TEA Internet site at http://www.tea.state.tx.us/reading. Information and instructions regarding how to order the instruments are enclosed. If you do not have access to Internet technology, you can request a paper order form by calling (800) 819-5713. The deadline to return order forms to TEA is Friday, June 9, 2000. Distribution of instruments will begin on Friday, July 14, 2000, and continue until completion.
