Impacts Federal Funding

TO THE ADMINISTRATOR ADDRESSED:

SUBJECT: Application for Federal Funding (SAS-A200-01) for School Year 2000-2001

The Standard Application System (SAS) process for the following six federal programs administered by the Division of Student Support Programs will be condensed into one SAS Application for Federal Funding (SAS-A200-01) for school year 2000-2001.

  • Title I, Part A-Improving Basic Programs Operated by Local Education Agencies (LEAs);
  • Title I, Part D, Subpart 2-Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At Risk of Dropping Out, Local Agency Programs;
  • Title II, Part B-Eisenhower Professional Development Program;
  • Title IV-Safe and Drug-Free Schools and Communities Program;
  • Title VI-Innovative Education Program Strategies; and
  • Title VI-Class-Size Reduction Program

The new application process should reduce paperwork and program fragmentation and encourage greater cross-program coordination, planning, and service delivery. This Application for Federal Funding does not provide approval for the combining of program funds except on Title I, Part A Schoolwide campuses. The LEA must retain auditable documentation to ensure that each program fund source included in the Application for Federal Funding is expended only for activities allowable by program statute.

The Application for Federal Funding and Instruction packet are expected to be mailed to LEAs by April 14, 2000.

Change in Application Deadline
The Application for Federal Funding will be due to the Division of Student Support Programs at TEA no later than Friday, September 1, 2000. This deadline also applies to membership in a Shared Services Arrangement. There will be no exceptions to this deadline.

Shared Services Arrangements
Fiscal Agents will complete the Application for Federal Funding to include those program fund sources for which they have a Shared Services Arrangement. LEA membership and operation of Shared Services Arrangements should not be affected by this new application process.

Training
Staff from the Division of Student Support Programs will provide training on how to complete the Application for Federal Funding in late Spring. Training will also be available at the Association for Compensatory Educators of Texas Spring Conference on Wednesday, April 19, 2000, from 1:00-5:00pm, at the Renaissance Hotel in Austin, Texas. Attendees at this ACET training workshop will be required to pay the ACET Conference registration fee.

Additional training sites are tentatively planned for the following dates and locations:
Tuesday, April 25, 2000 Houston, Texas
Wednesday, April 26, 2000 Lubbock, Texas
Tuesday, May 9, 2000 Corpus Christi, Texas
Thursday, May 11, 2000 Austin, Texas

Once these additional locations are scheduled and finalized, detailed information will be posted to the Division of Student Support Programs web site at http://www.tea.state.tx.us/student.support/ and made available to the Regional Education Service Center Title I, Part A School Support Team Coordinators. The transmittal letter, which will be mailed with the SAS application and instruction packet in April, will also contain detailed information on the training opportunities.

Regional Education Service Centers (ESCs) may also provide training to LEAs within their respective regions. Contact your Regional ESC to determine if this assistance is available for your region.
