November 15, 1999 SUBJECT: Report of Students with Disabilities Receiving Special Education Services Through Public Law 105-17 The purpose of this letter is to disseminate information and reports related to the collection of data for the December 1, 1999, federal special education child count. This child count information will be used to determine eligibility for 2000-2001 Individuals with Disabilities Education Act, Part B (IDEA-B) allocations. These funds are generated by local education agencies (LEAs) that provide special education services to eligible students with disabilities based on current comprehensive individual assessments and individual education plans (IEPs). Enclosed are the forms to be used by LEAs to report the count of students with disabilities enrolled and receiving special education services as of December 1, 1999. Please note that for the December 1, 1999, child count, LEAs are required to report race/ethnicity by area of disability in addition to age by area of disability.
Each LEA should complete the forms for its students. The fiscal agent of an approved shared services arrangement should collect the individual reports from member LEAs, verify the data, and send reports in a batch to the Texas Education Agency.
Students in a RDSPD will be reported only by the fiscal agent of the RDSPD. These forms are being mailed only to current RDSPD fiscal agents. Member districts will not report these students. For information, monitoring, and audit purposes, the fiscal agent of the RDSPD will provide each member district with a list of the students reported on form SPE-105R00.
Students counted as receiving special education services must meet the eligibility criteria listed on form SPE-099R00 and the child count verification checklist. LEAs are instructed to
maintain an alphabetized listing of students reported showing the disability, enrollment date, birth date, date of latest comprehensive assessment, and effective date of the current individual
education plan. The list of students served should not be mailed to the Agency. The superintendent's certification must be completed and submitted certifying that all data reported are accurate
and meet all the stated criteria. These child count forms are due to the Agency no later than December 17, 1999. Failure to either submit the forms or observe the submission deadline will result in the unavailability of funds
generated by this count. The Agency encourages submission of reports on diskette to improve processing efficiency and to reduce paperwork. Please refer to the enclosed copy of the Automated Input Record Layout. Data
