TO THE ADMINISTRATOR ADDRESSED: SUBJECT: Memorandum of Understanding (MOU) between the Interagency Council on Early Childhood Intervention (ECI) and the Texas Education Agency (TEA) Enclosed is the updated Memorandum of Understanding (MOU) between the Interagency Council on Early Childhood Intervention (ECI) and the Texas Education Agency (TEA) regarding services provided to infants and toddlers with auditory and/or visual impairments (AI/VI). This MOU sets out the standards and funding agreement between TEA and ECI for AI/VI services for children birth to three. After reviewing the MOU in 2001, ECI and TEA state agency staff began discussions regarding necessary revisions to the MOU. On April 12, 2002, the revised MOU was disseminated to appropriate stakeholders through the mail and on the TEA Special Education web page for a 30-day public comment period. Public comments were received and compiled. The TEA and ECI representatives reviewed the comments and made appropriate changes to the MOU based on the public comments feedback. The MOU was signed by both agencies in August/September of 2002.
