SUBJECT: Standard Application System for the 1999-2000 Optional Extended Year Program

The enclosed Standard Application System (SAS-A206-00) application for funding will be used to apply for funds under Texas Education Code (TEC), Section 42.152(p) Compensatory Education Allotment and TEC, Section 29.082 Optional Extended Year (OEY) Program. Enclosed materials include:

  • two copies of the Standard Application System (Form SAS-A206-00),
  • one copy of the Instructions for the SAS-A206-00, and
  • a tentative entitlement notice.

The school district's tentative entitlement is based on 10 percent of the school district's at-risk population in Kindergarten through Grade 8 as reported to the Public Education Information Management System (PEIMS) or an amount not less than $5,500. If the total number of students reported as served on the Final Expenditure Report (FER) is less than the number of students required to be served on the district's entitlement notice, the district's allocation will be reduced proportionately at the time the FER is submitted for reimbursement of expenditures.

The effective date of the application (SAS-A206-00) will be the date the application is received in substantially approvable form in the Division of Student Support Programs. The last date on which an original application for project year 1999-2000 funds will be accepted is Thursday, February 17, 2000. The ending date of the OEY Program is August 31, 2000. All services and activities related to this application must be conducted within the stated timelines. School districts must comply with all requirements in the application, instructions, guidelines, and the Commissioner's Rules Concerning Optional Extended Year Program.

The release of the Notice of Grant Award (NOGA) for the 1999-2000 OEY Program is contingent upon receipt of accurate student and program information reported in the 1998-99 OEY Program Evaluation Report which had an October 15, 1999, due date. The evaluation report included a diskette identifying students who participated in the 1998-99 OEY Program.

There are three changes to the 1999-2000 OEY Program. First, the Commissioner's Rules for the OEY Program now require that a school district receiving funds under the new state "Accelerated Reading Instruction Program" which provides services for students in Kindergarten for 1999-2000, may not use funds under TEC, Section 29.082 (OEY) to serve any student in Kindergarten. Therefore, for 1999-2000, school districts that receive Accelerated Reading Instruction Program funds may not use OEY Program funds to serve Kindergarten students. For these school districts, OEY Program funds would serve only Grades 1-8 in 1999-2000.


Second, OEY Program student participation data for 1999-2000 will be reported through PEIMS and will no longer be submitted on diskette. A new record has been added to PEIMS to collect student data for the OEY Program. A district will report 407 records in the fourth PEIMS submission ONLY if the district served students through the OEY Program in 1999-2000 school year. The deadline for the fourth Submission will be September 22, 2000.

Third, districts will be required to collect and report on the OEY Program Annual Evaluation form the number of students whose parents participated in an OEY Program parental involvement activity.
