TO THE ADMINISTRATOR ADDRESSED:

SUBJECT: Guidance on Serving Kindergarten Students under the Optional Extended Year Program and the Accelerated Reading Instruction Program

The purpose of this letter is to inform school districts of a change in the rules that govern serving Kindergarten students in the Optional Extended Year Program (OEYP) and the Accelerated Reading Instruction Program.

Commissioner's Rules §105.1001(e) for OEYP and guidance provided by the Accelerated Reading Instruction Program did not allow school districts to serve Kindergarten students with both fund sources. Further investigation of this issue has resulted in a change in policy. Beginning with the current 1999-2000 school year, school districts may serve Kindergarten students with one or both of these fund sources. However, these remain two separate programs and must be implemented and funded according to statute and guidelines.
