1999 Shipment of Surplus Textbooks Information and Instructions

TO THE TEXTBOOK COORDINATOR ADDRESSED:

As most districts and charter schools are aware, the State Textbook Depository has reached its maximum capacity due to the overwhelming number of shipments received from districts and charter schools during school year 1998-99. In fact, the state was forced to rent additional warehouse space in order to accommodate the large number of shipments received. Currently, the State Textbook Depository continues to process the remaining shipments from last year. Because of the aforementioned circumstances, districts and charter schools should be aware of the following:

  • Because of the lack of space at our depository, all districts and charter schools are required to return only those surplus textbooks that were adopted in November 1998 and shipped to districts and charter schools during the summer of 1999. (Mathematics, K-8, Geology, Meteorology & Oceanography, Aquatic Science, World History Studies, Technical Theatre I-IV, Choir 1-3)
  • Worn-out textbooks will not be accepted by the State Textbook Depository during school year 1999-2000
  • Titles adopted prior to November 1998 will not be accepted by the State Textbook Depository during school year 1999-2000
  • Districts and charter schools must request a shipment date for a return shipment, and list those titles and the numbers of copies of those titles, that the district or charter school intends to return to the state
  • Districts and charter schools that return textbooks to the State Textbook Depository without prior permission being granted, and districts and charter schools that return shipments on a date other than the one assigned by the agency, will have their shipments returned at the districts' and charter schools' expense
  • Reasons for districts and charter schools having surplus textbooks must be provided.

Districts and charter schools that wish to ship back surplus instructional materials must complete the enclosed form and return it to the agency no later than October 8, 1999. Districts and charter schools that do not return a completed form will not be allowed to return any instructional materials during the current school year.

MEMBERSHIP AUDITS

Districts that were audited during school year 1998-99 were asked to hold their surplus textbooks until fall of 1999. If your district was one of the audited districts, please be aware that you may hold those surplus materials for an additional year with no penalty. We hope to have the State Textbook Depository ready for all shipments in the fall of 2000 and those materials may be returned at that time.

Only four districts have received notice of membership audits for school year 1999-2000. In addition, no penalty for failure to return surplus textbooks that were adopted prior to November 1998 will be assessed any districts or charter schools receiving notice of a membership audit in school year 2000-2001.

All districts and charter schools will be accountable for those materials adopted in November 1998 (Mathematics, K-8, Geology, Meteorology & Oceanography, Aquatic Science, World History Studies, Technical Theatre I-IV, Choir 1-3) if no request to return the new materials is received by the state by the deadline noted above.

Jim Lee, Manager of the State Textbook Depository, will notify you with a shipment date for the return of acceptable surplus materials. He will also provide you with complete shipping instructions including which freight carrier to use, and how to package the materials.
