-> How to Participate in the Textbook Adoption Process

Thank you for your interest in the Texas instructional materials adoption process. Generally, the state of Texas adopts programs in a variety of configurations which address the Texas Essential Knowledge and Skills (TEKS). The state does not adopt supplementary materials which do not address a minimum of 50% of the TEKS in the subject area and grade level for which materials are submitted.

To begin participation in a Texas adoption, the publisher/submitter should perform the following:

1. Acquaint himself/herself with the State Board of Education Rules via the following link:  http://www.tea.state.tx.us/rules/tac/chapter066/index.html.

2. Review the Adoption Cycle located at http://www.tea.state.tx.us/textbooks/adoptprocess/adoptioncycle.pdf.

Using this cycle, the publisher can determine which adoption year is appropriate to his/her materials. He/she can then decide whether or not it is appropriate to submit a Statement of Intent to Bid Instructional Materials.

3. Obtain a copy of the proclamation (invitation to bid) appropriate to the adoption in which he/she wishes to participate. Current proclamations are available on the TEA website at:  http://www.tea.state.tx.us/textbooks/proclamations/.

Please note that proclamations are published approximately 18 - 24 months prior to the first deadline. For example, Proclamation 2004 has a December 2005 deadline for submitting the required Statement of Intent to Bid.

4. Thoroughly acquaint himself/herself with the Texas Essential Knowledge and Skills (TEKS) appropriate to the subject area and grade level which his/her submission will address. All TEKS for a subject area and grade level are listed in the proclamation. The TEKS are the criteria by which a submission will be evaluated.

5. Acquaint himself/herself with the manufacturing Standards and Specifications for Textbooks published by the Advisory Commission on Textbook Specifications. Instructional materials adopted by the state of Texas must adhere to the standards set forth in this publication. 6. Certify that all submissions are free of factual errors at the time a contract for the materials is signed.

7. Familiarize himself/herself with the schedule and deadlines listed in the proclamation.

8. Submit the Statement of Intent to Bid Instructional Materials by the proclamation's deadline to initiate participation in the process. The Statement of Intent to Bid forms will be available on the Textbook Administration web page no later than 90 days prior to the due date. In addition, a letter is mailed to every publisher in the adoptions database offering them the option to request a packet to be sent to them by mail.
