TO THE ADMINISTRATOR ADDRESSED:

SUBJECT:   Texas Records Exchange System (TREx)

The Texas Records Exchange (TREx) system is a web-based software application designed for the exchange of electronic student records as mandated by the 79th Legislature, 3rd Called Session, 2006 (House Bill 1).   School district registrars may use this system to (1) electronically request and receive student records for students who have attended or will be attending Texas public schools, and (2) electronically create and send official student transcripts to Texas public colleges and universities using TREx to access the University of Texas (UT) SPEEDE server.  By connecting through the UT SPEEDE server, high school registrars will be able to send transcripts to all Texas public universities and colleges, as well as many additional private and public universities nationwide who use the UT SPEEDE service.

The TREX system will be completed in two phases.  The system that is currently available (Phase 1) contains the majority of the features planned for the system.  Additional features that will be available in late October include the following:

    • School District Level Login – School district TREx users can view all campuses within a district.
    • Education Service Center (ESC) Login – ESCs can view all campuses in their region.
    • Manual Data Entry Option – Student record information can be typed into an input screen.
    • Email Notification for Aged Items – Requests that do not receive a response within 24 hours will cause a daily email reminder.
    • Modifications to Validation: No student record will be able to be sent without the mandatory data fields included (See TREx Data Standards at www.tea.state.tx.us/trex).

Below is the timeline for the implementation of the TREX system:

  • Preliminary TREx Data Standards Available                                              06/04/2007
  • Final TREx Data Standards Available                                                        06/29/2007
  • TEA Training for ESCs (Train-the-Trainer)                                               07/31/2007
  • TEASE Automated Online Registration Begins                                           08/01/2007
    • 1,247 Users To Date
  • TREx Phase 1 System Available                                                               09/04/2007
  • Transcripts to colleges and universities can be sent                                     09/17/2007
  • TREx Phase 2 System Complete                                                              10/29/2007
  • District/Campus Requirement to Use TREx Process                                   02/08/2008

Note: During the first few months of TREx implementation, districts and universities will be in the process of joining the TREx system.  Campus registrars should check by telephone or email to be sure the other school is on the TREx system before sending a request for record or transcript through TREx.  By November 12, 2007, all schools and colleges should be ready to receive requests through the TREx system.
