Subject: Clarification of Career and Technical Education (CTE) Certification Requirements

To the Administrator Addressed:

Your district is responsible for ensuring that teachers of CTE courses meet the criteria for
CTE contact hour funding eligibility. The teacher of a CTE course does not necessarily need to be CTE certified for the course to retain eligibility for CTE weighted funding; however, the teacher must be a qualified/certified teacher, as defined in 19 Texas Administrative Code §231.1, Criteria for Assignment of Public School Personnel, and must hold the appropriate certificate for employment by a school district, issued as provided by the Texas Education Code, Chapter 21, Subchapter B. The teacher of record must be the teacher in the classroom responsible for teaching and learning (grades, attendance, etc.). Also, when your district partners with a technical or community college to offer dual credit courses, including local or statewide articulated CTE courses, the postsecondary faculty must meet Southern Association of Colleges and Schools teacher requirements. However, postsecondary faculty are not required to obtain certification from the State Board for Educator Certification when teaching secondary students under articulation agreements.
