Waiver Application

TO THE ADMINISTRATOR ADDRESSED:

SUBJECT: Education Flexibility Partnership Demonstration Program (Ed-Flex) Application

The Education Flexibility Partnership Demonstration Program (Ed-Flex) is now being administered by the Division of Student Support Programs at the Texas Education Agency. All requests for Ed-Flex waivers to be implemented during the 2000-2001 school year must be completed and submitted to the Agency no later than October 1, 2000.

Enclosed are the following:
1. One-page description of the Federal Ed-Flex Program;
2. LEA Ed-Flex Waiver Application for 2000-2001; and
3. Instructions for completing the application.

The enclosed waiver application (form SSP023) and instructions have been revised for school year 2000-2001. All waiver applications must be submitted using the revised application form. Only one waiver may be requested per application form. For campus specific waivers, i.e., Title I Schoolwide Eligibility, each campus must complete the waiver application; however, the waiver application must be submitted to TEA by the local education agency (LEA). Each waiver application received will be processed as a separate waiver.

Texas' current Ed-Flex status will end January 2001. Therefore, the Agency will be submitting a new state plan to the U. S. Department of Education to continue Texas' Ed-Flex authority through 2001-2006. The proposed state plan will be posted on the Agency's web site on July 5, 2000, at http://www.tea.state.tx.us/edflex/ for public review and comment.
