March 1, 2011 SUBJECT: Special Collections Report – SC5010 NCLB Data Request Form for Federal Funding and 2011-2012 School Year Application Process for Applicable NCLB Federal Programs TO THE ADMINISTRATOR ADDRESSED: The 2011-2012 NCLB Data Request Form for Federal Funding (SC5010) has been made available in eGrants as of March 1, 2011. The SC5010 is an eGrants special collection report applicable to the following special local educational agencies (LEAs) and state schools: open-enrollment charter schools, South Texas ISD, Windham School District, Texas Youth Commission, Texas School for the Blind and Visually Impaired, and Texas School for the Deaf. The data reported on the SC5010 is used to determine eligibility and planning amounts for applicable No Child Left Behind (NCLB) federal programs of the 2011-2012 NCLB Consolidated Federal Grant Application (SAS#NCLBAA12). Please note that the SC5010 is not applicable to public school districts. SC5010 – Deadline Date: Friday, April 29, 2011 The SC5010 form requests specific categories of actual enrollment data to be reported by resident public school district as of a specific date in the 2010-2011 school year and no later than April 29, 2011. Projected 2011-2012 enrollment data is unacceptable. For example, ABC open-enrollment charter school has selected October 26, 2010 as the date to capture actual enrollment figures. On this date, the charter had an actual enrollment of 430 students who resided geographically in 3 different resident public school districts. The applicant has idenitified how to report the 430 students based on the categories of enrollment requested on the SC5010. The applicant certifies to the following on their SC5010 submission:
To ensure eligibility and planning amounts are determined for the applicant, the SC5010 must be submitted no later than April 29, 2011, the submission deadline date. The information submitted on the SC5010 form is binding. No changes will be allowed after the form is submitted. Applicants are advised to ensure data entered has been thoroughly reviewed for accuracy and that auditable documentation is on file to support the data reported. eGrants: Logon through TEA SE The required submissions are conducted via the eGrants application system. A Texas Education Agency Secure Environment (TEA SE) username and password is required for each individual who will be entering and/or certifying data. For applicants and individual external users that have yet to request a TEA SE username/password, link to the following web address to request access: http://www.tea.state.tx.us/forms/tease/egrants_ext.htm Accessing the SC5010 Logon to eGrants through TEA SE by linking to the following web-address: https://seguin.tea.state.tx.us/apps/logon.asp Type the individual username and password.
2011-2012 NCLB Application Process The SC5010 commences the application process and continues with the submission of the 2011-2012 NCLB Applicant Designation and Certification form (GS2230) and the 2011-2012 NCLB Consoldiated Federal Grant Application (SAS#NCLBAA12). The following table provides special LEAs with an overall timeline for the required eGrants submissions:
GS2230 It is anticipated that the Division of Formula Funding will publish special LEA and state school planning amounts July 1, 2011 on the Federal Entitlements webpage located at: http://www.tea.state.tx.us/index4.aspx?id=5040. Once published, the 2011-2012 NCLB Applicant Designation and Certification (GS2230) form will be activated in eGrants. Applicants will indicate on the GS2230 how they intend to apply for each planning amount: Apply on Own (as an independent project), Apply as a Fiscal Agent of a Shared Services Arrangement, Not Apply at All, or Apply as a member of a Shared Services Arrangement. The information submitted on the GS2230 ADC form is binding. No changes will be allowed after the form is submitted. Applicants are advised to complete the process of obtaining local board approval, as appropriate and ensuring accuracy before submitting this form. 2011-2012 NCLB Consolidated Federal Grant Application The final submission in the application process is that of the 2011-2012 NCLB Consolidated Federal Grant Application (SAS#NCLBAA12). Submission of the GS2230 will activate the SAS#NCLBAA12 in eGrants. Applicants must submit the SAS#NCLBAA12 and/or become a member of a Shared Services Arrangement no later than September 1, 2011, the submission deadline date. No exceptions to this submission deadline date will be granted. Pre-Award Cost Approval No applicant may obligate funds or receive services prior to the effective date (eGrant receipt) of the SAS#NCLBAA12 or July 1, 2011, whichever is later. Special LEAs and state schools are eligible for pre-award costs between July 1, 2011, and the effective date (certify and submit date) of the SAS#NCLBAA12. Pre-award costs are not applicable to new open enrollment charter schools. New Open-Enrollment Charter Schools ONLY If you are a new open-enrollment charter school opening for the very first time in Fall 2011, be advised of your alternate application deadline dates as shown below:
