SUBJECT:  Status of State and Federal Formula Grant Awards

This letter provides local educational agencies (LEAs) with the latest information, including important deadlines, on state and federal formula-funded grant programs administered by the Texas Education Agency’s (TEA’s) Division of Formula. Grant programs are listed in Attachment A to this letter, along with their respective status as of April 2, 2010.

The content of Attachment A is organized into two main sections: state-funded grants and federally-funded grants. As applicable, grant programs within each section provide the following: current 2009–2010 school year information, program guidelines, reporting requirements, and preliminary 2010–2011 school year information. Additionally, Attachment B provides critical date information per grant program for the 2009–2010 school year.

State-funded grants related to special education, deaf, and visually impaired services are addressed in the section devoted to federally funded grants, under “IDEA Special Education Consolidated Grant Application.”

The following information pertains in general to grants made available by TEA:

• Deadlines—LEAs that are awarded grants are responsible for meeting all required deadlines. Failure to meet deadlines may result in loss of funds and could result in the identification of the LEA as “high risk” (as defined in 34 Code of Federal Regulations (CFR), Subtitle A, Subpart B, Section 74.14 and 80.12) and the application of one or more special conditions or enforcement actions pursuant to 34 CFR 74.62 and 80.43.  Deadlines are effective at 5:00 p.m. Central Time on the designated date.
• Resources—The following links are provided as additional resources:
  • TEA Grant Opportunities—Access the Formula Funding Toolbox (near bottom of page) and the Two-Month Calendar of Due Dates online at http://burleson.tea.state.tx.us/GrantOpportunities/Forms/GrantProgramSearch.aspx.   Additionally, you can search for grant opportunities, including application availability and program guidelines.
• Texas Education Agency Secure Environment (TEA SE)—Both the eGrants and the TEA expenditure reporting (ER) system can be accessed at https://seguin.tea.state.tx.us/apps/logon.asp. Also, be sure to take advantage of the TEA Grantee Profile feature in eGrants. The Grantee Profile organizes individual LEA information into sections to easily locate which grants are in draft, submitted, negotiate, or approved status.   
• Formula Funding and No Child Left Behind Listserv—If you have not yet subscribed to these listservs, please sign up now at http://miller.tea.state.tx.us/list/. You can also join other listservs through the web site.
• Program Entitlements— Entitlements for the 2009-2010 school year are posted online at http://ritter.tea.state.tx.us/opge/formfund/generalinformation/entitlementsbyprogram.html.
