SUBJECT:      American Recovery and Reinvestment Act (ARRA) NCLB Funding
2009-2010 NCLB Consolidated Federal ARRA/Stimulus Grant Application

TO THE ADMINISTRATOR ADDRESSED:

The Applicant Designation and Certification (ADC) form for the 2009-2010 NCLB Consolidated Federal ARRA/Stimulus Grant Application opened in eGrants on Wednesday, April 15, 2009.

Eligible Applicants
Local Education Agencies (LEAs) with a preliminary 2009-2010 allocation for any of the three ARRA/Stimulus NCLB programs below:

  • Title I, Part A
  • Title I, Part D, Subpart 2
  • Title II, Part D (available fall 2009)

 

Allocations
Allocations for these ARRA/Stimulus NCLB programs can be viewed by selecting the ‘Entitlements by Program” link in the Formula Funding Toolbox at the Texas Education Agency (TEA) Grant Opportunities website at:  http://ritter.tea.state.tx.us/opge/formfund/generalinformation/entitlementsbyprogram.html    

Deadline to Apply
Eligible applicants must apply through the eGrants system by Tuesday, September 1, 2009 at 5:00 p. m. Central Time

How to Apply
In order to apply, applicants must have appropriate Texas Education Agency Secure Environment (TEA SE) access.  Applicants who do not have TEA SE access for eGrants should visit the TEA SE webpage at:  http://www.tea.state.tx.us/opge/egrant/index.html.  An overview of the TEA SE online request process can be found at: http://www.tea.state.tx.us/opge/egrant/eGrantsOverview.pdf.  If further assistance is needed, please call the eGrants Help Desk at (512) 463-7025 or email egrants@tea.state.tx.us.

Applicants are not eligible to receive a Notice of Grant Award (NOGA) until they have submitted the Data Collection to TEA requesting the DUNS number, CCR CAGE number, and congressional district number, and those numbers have been verified by TEA. Please refer to the April 17, 2009, letter posted to the TEA Correspondence webpage pertaining to Data Collection of DUNS Number, CCR CAGE Code, and U.S. Congressional District Number—Required for Award of ARRA (aka “Stimulus”)Funds.

Reporting Deadlines
Reporting deadlines for programs approved in the 2009-2010 NCLB Consolidated Federal ARRA/Stimulus Grant Application are listed in the following table.  A compliance report shown with an asterisk * is one report, which covers the regular NCLB programs and the ARRA/Stimulus NCLB programs.  The U. S. Department of Education is developing guidance on the ARRA quarterly reporting requirements that will be available in the near future.  LEAs that are awarded grants are responsible for meeting all required deadlines.  Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
