SUBJECT: American Reinvestment and Recovery Act Grant
Funds Must Be Obligated by Project End Date
Local
educational agencies (LEAs) are reminded that all American Reinvestment and Recovery Act (ARRA) funds from the
grant programs listed in the following table must be obligated by the respective project end date, or those funds will lapse and be returned to the US
Department of Education. If ARRA
grant funds are planned to be used to pay for purchases and/or services,
items purchased must be received and all services must be rendered by the
project’s end date. LEAs should not pay in advance for services to be rendered, even if those services are
rendered before the project end date. For further information on cash
management requirements, refer to the September 28, 2010, “To the
Administrator Addressed” letter posted to the TEA Correspondence page. LEAs may
submit expenditure reports for reimbursement of any expenses paid after the project end date (but prior to the due dates for the final and
revised final expenditure report), as long as the expenditures were incurred no later than the project end date.
