SUBJECT: 2010-2011 Maximum Entitlements—No Child Left Behind (NCLB) Consolidated Federal Grant Application

Maximum Entitlements
Maximum entitlements for programs in the 2010-2011 NCLB Consolidated Federal Grant Application will be available on or around November 22, 2010, on the Formula Funding Grant Resources, Federal Entitlements web page, online at http://www.tea.state.tx.us/index4.aspx?id=5040&menu_id=2147483678.

Texas Education Agency (TEA) staff will begin initiating budget adjustments and will adjust the largest budgeted class/object code to incorporate the maximum entitlement amounts. Local educational agencies (LEAs) will begin receiving email notifications of revisions to program budgets and an attachment of their revised Notice of Grant Award (NOGA) beginning in December 2010. Until those notifications and attachments are distributed, TEA requests that LEAs not submit any amendments to claim 2010-2011 NCLB Consolidated Federal Grant Application maximum entitlement funding.

Approved Budget
Carryover (i.e., roll-forward) amounts from the 2009-2010 school year will also be included in the revised NOGA for the 2010-2011 NCLB Consolidated Federal Grant Application. Therefore, the LEA’s approved budget, reflected on Schedule BS6001-Program Budget Summary of the 2010-2011 NCLB Consolidated Federal Grant Application for each respective program, will be the combination of the LEA’s current year maximum entitlement amount and prior year carryover amount, if applicable.

Amendments
If necessary, once it receives email notification of the revised NOGA, an LEA may file to revise the budget entered by TEA staff. Please refer to the 2010-2011 eGrants Schedule of Instructions for No Child Left Behind Consolidated Application for Federal Funding (pages 7–11) to determine if an amendment is necessary.

The deadline to submit amendments is 5:00 p.m. Central Time, June 1, 2011.

NCLB Funding Formulas
For information concerning the formulas for entitlement calculations, please refer to Program Appendix 15 - Funding Formulas, posted on the NLCB Program Appendices web page online at http://www.tea.state.tx.us/index4.aspx?id=4480&menu_id=798.

Reporting Deadlines
The following table lists reporting deadlines for the 2010-2011 NCLB Consolidated Federal Grant Application. LEAs that are awarded grants are responsible for meeting all required deadlines. Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
