SUBJECT:      2011–2012 Maximum Entitlements—No Child Left Behind (NCLB) Consolidated Federal Grant Application

Maximum Entitlements

Maximum entitlements for programs in the 2011–2012 NCLB Consolidated Federal Grant Application will be available on or around December 2, 2011, on the Division of Grants Administration Federal Entitlements web page, online at http://www.tea.state.tx.us/index4.aspx?id=5040&menu_id=2147483678.

Texas Education Agency (TEA) staff will initiate budget adjustments and will adjust the largest budgeted class/object code to incorporate the maximum entitlement amounts. In December 2011, local educational agencies (LEAs) will receive email notifications of revisions to program budgets with their revised Notice of Grant Award (NOGA) attached to that email. Until those email notifications and attachments are distributed, TEA requests that LEAs not submit any amendments to claim 2011–2012 NCLB Consolidated Federal Grant Application maximum entitlement funding.

Approved Budget

Carryover (i.e., roll-forward) amounts from the 2010–2011 school year will also be included in the revised NOGA for the 2011–2012 NCLB Consolidated Federal Grant Application. Therefore, the LEA’s approved budget, reflected on Schedule BS6001—Program Budget Summary of the 2011–2012 NCLB Consolidated Federal Grant Application for each respective program, will be the combination of the LEA’s current year maximum entitlement amount and prior year carryover amount, if applicable.

Amendments

If necessary, once it receives email notification of the revisions to the program budget, an LEA may file an amendment to revise the budget entered by TEA staff. Please refer to the 2011–2012 eGrants Schedule Instructions for the NCLB Consolidated Application for Federal Funding (pp. 9‑13) to determine if an amendment is necessary.

The deadline to submit amendments is 5:00 p.m. Central Time, June 1, 2012.

NCLB Funding Formulas

Reporting Deadlines

The following table lists reporting deadlines for the 2011–2012 NCLB Consolidated Federal Grant Application. LEAs that are awarded grants are responsible for meeting all deadlines.

Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
