SUBJECT: 2010-2011 Maximum Entitlements - Special Education Consolidated Grant Application
Maximum Entitlements
In previous years, the maximum entitlement amount was a combination of actual maximum entitlement plus reallocation. IDEA-B funding amounts will be released separately in school year 2010-2011. Local educational agencies (LEAs) will receive a maximum entitlement in January 2011 in addition to a reallocation amount, which will be released in February or March 2011. The reallocation will appear on the application as an increase in the maximum entitlement amount.
On or around January 18, 2011, maximum entitlements will be available for IDEA-B Formula and IDEA-B Preschool programs in the 2010-2011 Special Education Consolidated Grant Application. LEAs may submit an amendment to include their maximum entitlement and/or carry over/roll forward in their eGrants application. For any LEA that has not budgeted for its maximum entitlement and/or carry over/roll forward by early May 2011 through the amendment process, Texas Education Agency (TEA) staff will adjust the LEA’s budget by adding the 2010-2011 maximum entitlement funding to the LEA’s largest budgeted class/object code for the respective grant. TEA will communicate the adjusted budgets and revised Notice of Grant Award (NOGA) to LEAs by email.
Maximum entitlements for programs in the 2010-2011 Special Education Consolidated Grant Application will be posted online at http://www.tea.state.tx.us/index4.aspx?id=5040&menu_id=2147483678.
Amendments
If necessary, an LEA may file to revise the budget entered by TEA staff once notification of their revised NOGA has been received via e-mail. Please refer to the 2010-2011 eGrants Schedule of Instructions for the Special Education Consolidated Grant Application to determine if an amendment is necessary.
The deadline to submit amendments is 5:00 p.m. Central Time, June 15, 2011.
Reporting Deadlines
The following table lists reporting deadlines for programs approved in the 2010-2011 Special Education Consolidated Grant Application. LEAs that are awarded grants are responsible for meeting all required deadlines. Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
