Subject: Expenditures and Draw Downs of American Recovery and Reinvestment Act (ARRA) Grant Funds – Important Information.

This letter serves as a friendly reminder from the Texas Education Agency (TEA) to local educational agencies (LEAs) that have received ARRA grants that ARRA includes specific deadlines for expending these funds.

Please refer to the tables below for important information on ARRA grants that were awarded beginning in the 2009-2010 school year, including remaining amounts as of September 30, 2010, and grant end dates.

(1) Title I SIP – ARRA: Unexpended funds from the 2009-2010 Title I SIP – ARRA grant program will become available as carryover funds in the 2010-2011 Title I SIP ARRA grant program.  These funds must be expended by September 30, 2011.

(2) Title XIV SFSF: Unexpended funds from the 2009-2010 Title XIV SFSF grant program will become available as carryover funds in the 2010-2011 Title XIV SFSF grant program. These funds must be expended by September 30, 2011.

As of September 30, 2010, LEAs still have a significant amount of ARRA funds remaining for ARRA grants that were awarded in the 2009-2010 school year, and, for many LEAs, there are more ARRA funds to come. TEA is in the process of awarding the 2010-2011 Title XIV State Fiscal Stabilization Fund (SFSF) and will begin awarding the Texas Title I Priority Schools (TTIPS) grant and the Teacher Incentive Fund (TIF) during the 2010-2011 school year. 

Once awarded, these additional funds will significantly increase the amount of ARRA funds remaining to LEAs. It is important that LEAs continue to expend and draw down ARRA funds in a timely manner and by the required deadlines to prevent these funds from lapsing. The table below includes the education-related ARRA funds that Texas received that were or will be made available to LEAs through TEA.

To ensure ARRA funds are spent in a timely manner and by the required deadlines, TEA monitors the rate at which LEAs draw down ARRA funds, as initially described in the letter posted to the TEA Correspondence page on October 6, 2009, Monitoring of American Recovery and Reinvestment Act of 2009 (ARRA) Grant Requested Expenditure Reimbursements.

As part of this plan, TEA generates a monthly report on ARRA spending and posts it on TEA’s website under the Report Versions section of the ARRA-Grant Reimbursements by Grantee page. The report displays the amount awarded to each LEA for each ARRA grant (Award Amount column), the amount drawn down (Cumulative Amount Paid to Grantee column), and the percentage drawn down (Percent of Award column) as of the date listed at the top of the report. For a particular grant, the difference between the award amount and the cumulative amount paid is the LEA’s remaining balance for that grant.

Beginning this month, TEA is transitioning into a new ARRA Grants with Remaining Balances by Grantee report to replace the existing ARRA Grant Reimbursement by Grantee Report. The new report will identify total ARRA grant awards for each LEA, the total percentage of ARRA grant funds remaining for each LEA, the specific ARRA grants awarded to each LEA, the grant end date for each ARRA grant, the amount of grant funds remaining for each ARRA grant, and the percentage of grant funds remaining for each ARRA grant.    

Please refer to the latest report for the remaining balances of your LEA’s ARRA grants as of September 30, 2010. These remaining funds must be expended and drawn down over the next 11 months – by September 30, 2011 - to ensure that ARRA deadlines are met.  If you do not expend funds by September 30, 2011, under ARRA, the funds will no longer be available to your LEA. The report, updated and posted monthly, is a reminder to LEA administrators to submit expenditure reimbursements promptly and to carefully monitor the implementation of planned grant budgets through the grant end dates.

If your LEA has incurred expenditures but has not requested a draw down through TEA’s Expenditure Reporting (ER) system, please submit those expenditures as soon as possible through ER and plan to regularly submit future expenditures.  It is important that TEA and Texas schools publicly demonstrate that ARRA funds are being expended in accordance with congressional intent and applicable cash management guidelines.
